The Plumbing Code of Australia (PCA) is Volume Three of the National Construction Code (NCC 2022). It's available online as a downloadable file and it's free. We've got the web link that will take you straight to it.
All Volumes of NCC 2022 can be downloaded as PDF files from the Australian Building Codes Board (ABCB) website. You can also view online editions.
The web link is https://ncc.abcb.gov.au/editions-national-construction-code. Once there, scroll down to the list of Volumes to choose either a downloadable PDF or online edition, as shown on this screenshot.
To get the downloadable PDF edition of the PCA, click on the green icon.
To view the online edition, click on the underlined words 'NCC 2022 Volume Three'.
